You open a PDF someone has sent for review. One date looks wrong, a paragraph needs a decision, and the contact link leads to an old page. You could write “please check the document” in a message, but the next person would have to find every issue again. A useful review puts each question close to the content it refers to.
A PDF editor online lets you add those notes in your browser, download a review copy, and share it with the person making the changes. The important part is not how many marks you leave. It is whether someone can understand each note and act on it without another round of clarification.
This guide uses Folio for the editing steps and a simple meeting brief as the example. The same approach works for a draft proposal, a course handout, or an instruction sheet. Keep the original, make the review readable, and check the file your recipient will actually receive.
Decide what you want the next reader to do
Before editing, finish this sentence: “After reading this PDF, the recipient should…” They might need to answer two questions, approve a layout, or correct three facts. Those are different tasks. A document full of unlabelled highlights does not explain which one you need.
For a meeting brief, your instruction might be: “Please confirm the start time and replace the registration link before this goes to attendees.” Now the review has a clear purpose. Small style preferences can wait if they would distract from those two decisions.
Identify who will act on the feedback and what decision or revision you need.
Keep an untouched copy of the PDF you received.
Use a recognizable review filename, such as meeting-brief-review-v1.pdf.
Check the page order before adding notes that refer to page numbers.
If you need to reorder or remove pages, organize the PDF first, download that result, and open it for review. A note about “page 3” becomes confusing when the referenced page later moves. When a document has printed page numbers that differ from its position in the file, include a section heading as well.
Choose the smallest mark that explains the issue
A highlight points to a passage. A comment explains what needs attention. An added text label can make a short instruction visible without opening a comment. Choose the combination that helps the reader; avoid covering a sentence with several overlapping marks.

Do not rely on color alone to communicate meaning. If red means “must change” and yellow means “question,” write those words in the notes too. Readers may print the PDF in grayscale or have difficulty distinguishing the colors. A clear instruction works in either case.
Add comments that lead to a specific next step
Open the document in Folio’s PDF editor. Use Annotations to place a comment marker near the relevant content, then enter the note in the Comment field. Open More tools and choose Review annotations when you want to return to the list of annotations and inspect or remove a note.
A useful comment usually needs three things: a location, a short explanation, and a requested action. Include enough context that the note still makes sense if someone reads it from the annotations list instead of beside the paragraph.

These comments give the author a defined next step. If a date or figure is uncertain, explain what you need confirmed and ask the right person to verify it. A confident guess can create more work than a clear question.
Separate a required correction from an optional suggestion
A factual inconsistency and a preference about wording should not look equally urgent. Start a note with “Correction needed,” “Question,” or “Suggestion” when that distinction matters. Keep each comment about one issue so the author can work through the feedback without missing a second request hidden at the end.
If you are proposing a replacement sentence, quote only the wording needed to locate it and then state your suggestion. Adding the proposed text in a comment does not replace the original paragraph. The person responsible for the document still needs to make and check that revision.
Keep the review copy separate from the revised document
A review copy contains questions and suggested changes. A revised copy contains the author’s response to those changes. Give them different filenames so the recipient does not accidentally distribute the marked-up draft.
Save the incoming document as meeting-brief-original.pdf.
Download your annotated version as meeting-brief-review-v1.pdf.
Ask the author to return the revised document as meeting-brief-v2.pdf.
Check the specific issues you raised before naming a copy meeting-brief-approved.pdf.
These filenames are a manual habit, not an automatic version-tracking feature. Folio’s annotations are also not a shared conversation with live replies or tracked changes. If several people are reviewing the same PDF, agree who will gather their feedback and which version everyone should use.
For a longer rewrite, the author may find it easier to revise the original word-processing or presentation file and export a fresh PDF. The annotated PDF then serves as the reference for what needs changing. It does not have to become the source document for every future revision.
Check how the recipient will see your comments
Folio saves comment notes as PDF comments. A reader that supports comments is needed to open and read those notes reliably. A quick browser preview or a messaging-app thumbnail may not show the same controls. Seeing the page does not necessarily mean the recipient has seen the feedback.
After choosing Download PDF, open the exported file in the reader you expect to use for the handoff. Select a comment marker and confirm that the full note is available. Check an added text label and any highlight too. If you included a link, follow it and verify the destination.
For an essential request, include a short summary in the message that accompanies the file: “Please confirm the start time on page 1 and update the registration link on page 2. Detailed comments are in the PDF.” This gives the recipient a useful starting point even before they open the comments.
If you are downloading on a phone, finish the save action in the ready-file dialog or the preview’s Save or Share menu. Find the resulting PDF in your device’s file manager and open it from there. The guide to editing PDFs on a phone has more detail on iPhone and Android downloads.
Understand the workspace before sharing a file
Folio’s main editor uploads the opened PDF and saves a private workspace for recovery. Guest workspaces expire after 24 hours. A saved workspace is not the same as a downloaded file or a deliberate sharing arrangement. Send the checked PDF attachment through your usual approved channel; do not assume copying the editor’s address gives another person the file they need.
Review Folio’s privacy information before opening material with specific storage requirements. Browser-based editing describes where you use the interface; it does not, on its own, tell you whether a document is uploaded or retained.
Before sending a copy outside your review group, remove notes that were only intended for internal discussion and export again. If sensitive information inside the source PDF must be permanently removed, use a dedicated redaction process. Covering it with an annotation is not a reliable way to remove the underlying information.
A short checklist before you send the PDF
The filename identifies the document and whether it is a review or revised copy.
Page references still point to the correct sections.
Every required change has a clear instruction, not just a colored mark.
The downloaded PDF opens and its comments can be read in a suitable reader.
Any added links lead to the intended pages.
The message explains who needs to act and what response you need.
You are attaching the checked download, not the untouched original.
Questions about reviewing a PDF online
Can I review a PDF for free?
Folio allows free annotations such as added text, highlights, and comments, with free download when the document only contains those supported free changes. Editing the original PDF text and certain other operations use paid export. Check the current pricing and feature limits if the review also requires those changes.
Why can the recipient see a marker but not my comment?
The PDF viewer may not expose the comment text in its current view. Ask the recipient to download the PDF and open it in a reader with comment support, then select the marker or open its comments panel. If the note is still absent, check your exported copy before resending it.
Can two people edit this PDF at the same time?
This workflow uses separate review files. It does not provide live coauthoring or merge simultaneous changes from different reviewers. For a group review, share one clearly identified source version, collect the returned copies, and assign one person to reconcile the feedback.
Do I need to install an app?
You can use Folio’s editor through a supported web browser without installing a separate editing app. You still need a connection for the site and its workspace services. The recipient may prefer a PDF reader with full comment support when reviewing the downloaded file.
When you are ready, open your PDF for review and start with the decision the next reader needs to make. A few precise notes and a checked download are usually more useful than a page covered in unexplained marks.
