Compare free online PDF tools for editing, merging and compression. Check download limits, file privacy and practical steps for a usable result.

For everyday jobs such as merging, splitting, and compressing documents, PDF24 is a practical starting point because it offers a broad online toolkit without a subscription. For occasional changes to existing words, Sejda is a clearer fit, with a documented free allowance. Folio at thebestfreepdf.com is another option for page tools, annotations, forms, and supported text changes, with free access during its launch period. These recommendations follow the providers’ documented capabilities and conditions. PDF24 tools, Sejda editor, Folio terms.

The best free PDF tool online should complete your particular job and let you download a usable result. Before choosing, identify whether you need to change words, add information, rearrange pages, or reduce file size. Those operations require different capabilities.

Which free online PDF tool should you choose?

The comparison below considers three things: the task each option supports, the conditions of its free access, and the limitation most likely to affect that task. It covers the online products; desktop applications can behave differently.

Online tool

Useful starting point for

Free conditions and relevant limitations

PDF24 Tools

Combining files, extracting pages, compression, and adding annotations

Ad-supported, without registration or time restrictions. Its online editor adds content; the documentation points to Word conversion for changing existing text. Files use cloud processing. PDF24 editor details.

Sejda Online

Occasional corrections to existing PDF text

The free editor has 200-page and 50 MB limits, with three tasks per hour. Changing existing words inside scans is unsupported. Sejda’s limits and editing instructions.

Folio

Page operations, annotations, forms, visual signatures, and supported original-text edits

Tools and downloads are currently free during launch. The separate text editor accepts files up to 10 MB and 100 pages; it does not include OCR. The main editor uses private cloud saving. Free terms, text-editor limits, file handling.

Smallpdf Free

Adding text, images, highlights, and drawings

Free downloads are limited. Direct editing of existing text requires Pro or its trial, so it is unsuitable if that is your task and you need continuing free access. Editor FAQ, plan comparison.

Avoid selecting a service because its homepage says “edit PDF.” That label alone does not establish whether the particular change or finished download is free.

Decide what “editing” means for your document

Adding information and replacing words are different jobs

Adding your name beside a blank line creates new content on a page. Correcting an address already printed in the document requires access to the existing text. An annotation tool can solve the first problem while leaving the second unresolved.

For a minor correction, try one representative word before working through the entire document. Download the result and check its appearance and selectable text. If replacing one short phrase disrupts nearby content, return to the original file before making more changes.

Folio’s separate text editor supports Latin replacement characters and does not automatically reflow paragraphs. Those restrictions matter if your English-language document also contains names or passages in other scripts. For substantial rewriting, editing the source document and exporting a fresh PDF is often the more manageable workflow. Folio text-editor capabilities.

Scanned pages require a different approach

If you cannot select individual words, the page may be a scan rather than ordinary PDF text. That is a useful clue, not a complete diagnosis: document permissions and other structures can also prevent editing. Folio’s guide to uneditable PDF text explains these distinctions.

Optical character recognition, or OCR, identifies words in images and creates machine-readable text. It does not eliminate the need for proofreading. Check names, decimal points, dates, and the order of text extracted from columns. W3C’s guidance specifically calls for checking the completeness and reading order of recognized text. W3C guidance on OCR for scanned PDFs.

Putting a scanned page into a different PDF container does not, by itself, perform OCR. Choose a tool that explicitly supports recognition if searchable text is the required result.

A reader may already cover a simple task

For viewing, filling supported fields, or adding basic markup, you may already have enough functionality in your browser. Firefox’s built-in viewer supports form filling and annotations, with a download option to save the completed copy. Try that route before opening a separate service when the job is small. Mozilla’s PDF viewer instructions.

Check free downloads and file handling before committing

Run a short rehearsal with a non-sensitive sample. Make the actual kind of change you need, download it, and open the saved file. This reveals whether the workflow requires an account, invokes a paid feature, or leaves an unwanted watermark before you invest time in the full document.

Record file-size limits, page limits, and task allowances separately. A short scan can have few pages but a large file size. A long report can be small in megabytes yet exceed a page allowance. Plan for the whole sequence: extracting, merging, and compressing may involve separate operations.

Also check where the document goes:

  • PDF24’s online editor processes files in the cloud and states that server files are deleted after one hour. PDF24 file-handling details.

  • Sejda Online uploads files and states that they are automatically deleted after two hours. Sejda upload and deletion information.

  • Folio’s standalone merge and split tools process files in the browser. Opening a PDF in its main editor separately uploads it for private cloud saving. Guest workspaces expire after 24 hours; signed-in files remain until deleted. The separate original-text editor sends the PDF to Folio when you start processing. Folio privacy information.

These are provider statements about their services, not independent security certifications. A deletion policy still involves an upload. If a document must remain on your device, select a workflow whose documented processing and storage both meet that requirement.

For Folio, cloud saving also affects what “finished” means: downloading a result does not delete a saved workspace. Manage saved copies separately when you no longer need them.

Worked example: prepare a four-page report packet

Hypothetical scenario: You need to send a one-page explanation followed by three selected pages from a 24-page report. The recipient accepts one PDF of no more than 2,000,000 bytes. Assume the files are unsigned, contain no interactive forms, and are appropriate for the processing service you choose.

This is a planning example, not a product test or a claimed compression result.

  1. Identify the three pages visually. Suppose they occupy positions 2, 5, and 11 in the PDF. Record those positions, even if the printed page labels differ because of a cover or introduction.

  2. Extract the selection. In Folio’s Split PDF tool, enter 2,5,11 and choose Selected pages in one PDF. Open the result and confirm that the expected chart, table, and explanatory page are present.

  3. Combine the files. Use Merge PDF to place the one-page explanation before the three-page extract. Download the combined document. The expected count is four pages: one plus three.

  4. Measure the finished size. Suppose the combined file is 5,000,000 bytes. Meeting the hypothetical 2,000,000-byte maximum requires at least a 60% reduction: (5,000,000 − 2,000,000) ÷ 5,000,000.

  5. Choose compression according to the content. Try an appropriate compressor, then inspect its output. The calculation describes what the recipient requires; it does not predict what any tool can achieve.

Folio’s PDF compressor optimizes document structure without lowering image resolution. That makes it a possible first attempt, but it cannot promise the substantial reduction in this example. A document dominated by large page images may need image-resolution or quality changes elsewhere.

If the result still exceeds the maximum, return to the source document or use a compressor with suitable image controls. Compare chart labels, small numbers, and fine lines after each adjustment. Do not keep compressing an increasingly degraded copy without checking it against the original.

The packet is ready only when it contains the four correct pages, stays within the recipient’s actual byte limit, and remains readable. A successful processing message establishes none of those three things on its own.

Resolve the problem shown by the downloaded file

The text looks different or no longer fits

Compare the changed passage with the original, including line breaks and nearby labels. Test a shorter correction or use the source document for a larger rewrite. Folio’s supported-text and font limitations explain why a successful replacement does not guarantee an identical appearance. Folio text-editor guidance.

The compressed PDF is almost the same size

A compressor that preserves image resolution has less scope to shrink a document whose size comes mainly from images. Check what the tool actually changes before retrying. Folio explains this distinction in its guide to PDFs that do not get smaller.

The download is a ZIP instead of one PDF

Check the output mode. Folio’s splitter can return separate PDFs collected in a ZIP, or selected pages in one PDF. If the recipient wants a single attachment, choose the latter instead of uploading the ZIP. Split PDF output options.

A covered sentence is still searchable

Treat this as a failed removal, even if the page looks correct. A rectangle placed over text is a visual addition; it is not proof that the underlying information has been removed. Use a documented redaction workflow when removal is required, including its application and hidden-information checks. Adobe’s instructions illustrate those separate steps. Adobe’s redaction procedure.

Choose the tool, then verify the result

Before sending the final file, open the downloaded copy and check the actual changes, page sequence, smallest readable text, required links or fields, and file size. Use a clear filename so you attach the checked version.

If Folio’s capabilities fit your document, start with Merge PDF, Split PDF, or the PDF editor. Check the relevant limits and storage details, complete the task, and keep the original until you have verified the result.
